Greetings from National Anti Drugs Agency Malaysia!

We are pleased to invite our counterparts to participate in the International Conference on Asian Cities Against Drugs 2009. The purpose of this conference is to provide a platform to share relevant networking, experience and knowledge on efforts undertaken by Asian countries to eradicate the supply and demand of drugs at local, national and international level. The theme "MELAKA TOWARDS A DRUG-FREE STATE" reflects the embodiment of concerted effort initiated by the state and federal governments with the support of NGOs and other civil societies to actualize this vision by 2010. It is also the hope that this convention will be a medium for exchange of ideas and information especially to advance the knowledge and understanding the broad range of drugs issues and to present the tools that require in planning a drug-free state.

Message on the International Day against Drug Abuse and Illicit Trafficking, 26 June 2008

VIENNA, 26 June (UN Information Service) -- Ten years ago, in response to the seriousness of the world drug problem, Member States of the United Nations convened a Special Session of the General Assembly, where they committed themselves to a vigorous plan of action to reduce both the supply and demand for drugs.

Today, drugs continue to destroy lives, generate crime and threaten sustainable development. But we also have a better understanding of how to confront drug abuse and trafficking. Policymakers can draw on a growing body of evidence about drug dependence and drug-use trends. International cooperation and technical assistance are improving law enforcement capabilities. Increased development assistance is helping to reduce poverty and the sale of illicit crops by giving farmers sustainable alternatives. A stronger focus on prevention and treatment is putting health at the centre of drug-control strategies and helping to slow the spread of HIV/AIDS. And there is a growing consensus, both within communities and among states, that drug control is a shared responsibility in which we all play a part.

We still have much work to do to reduce our vulnerability to drugs. States with weak criminal justice systems and limited law enforcement capabilities need assistance to reduce illicit drug trafficking, which spreads crime, corruption and instability, and which ultimately endangers the successful realization of the Millennium Development Goals.

As we mark the 60th anniversary of the Universal Declaration of Human Rights, I remind all Member States of their responsibility to fully respect the rights of prisoners who are drug dependent or are in custody for drug-related crimes, especially their rights to life and a fair trial. I also call on Member States to ensure that people who are struggling with drug addiction be given equal access to health and social services. No one should be stigmatized or discriminated against because of their dependence on drugs.

The combined efforts over the past decade have greatly enhanced our understanding of the drug problem worldwide and strengthened our capacity and resolve to reduce the damage done by drugs to individuals, their loved ones, to communities and states. On this International Day Against Drug Abuse, let us each shoulder our responsibility to prevent and reduce the damage that drugs do, and thereby build a healthier and safer world.

The Government of Mauritius, through the Ministry of Social Security, National Solidarity and Senior Citizens Welfare & Reform Institutions and the National Agency for the Treatment and Rehabilitation of Substance Abusers (NATReSA), commemorates the International Day Against Drug Abuse and Illicit Trafficking on 26 June, each year.

As you are aware, the theme as declared by the United Nations to commemorate the 21st International Day Against Drug Abuse and Illicit Trafficking is maintained from last year’s, that is

“Do Drugs Control Your Life? Your Life, Your Community. No Place For Drugs”.
To mark the 21st International Day Against Drug Abuse and Illicit Trafficking, the National Agency for the Treatment and Rehabilitation of Substance Abusers (NATReSA), jointly with the Ministry of Social Security, National Solidarity and Senior Citizens Welfare & Reform Institutions, is proposing to organize a “3-Day Regional Conference on Substance Abuse – Main achievements in the Prevention of Substance Abuse and Illicit Trafficking” from Tuesday 24 June to Thursday 26 June 2008. The aim of organising this Conference would be sharing our experiences and best practices among Regional countries and organisations, members of the “Commission de L’Ocean Indien”, creating networks, exchanging our expertise, organising study tours, etc. The theme of Conference would be decided shortly. This Conference would be based on five main thematic issues as follows:

(i) Prevention among Women and Family,
(ii) Community Prevention,
(iii) Prevention among Students and Youth,
(iv) Prevention in the Workplace, and
(v) Supply Reduction.

It would also include a Cultural Programme on Thursday 26 June 2008 which would comprise of a Prize Giving for several National Competitions in Substance Abuse Prevention, ‘Temoignage’ from Ex-drug addicts, sketches and musical items, as well as a protocol part to close the Conference.

The collaboration of the “Commission de L’Ocean Indien” is being sought at our level to invite the five member countries of “Commission de L’Ocean Indien”, namely Comores, Seychelles, Madagascar, Reunion Islands and Mauritius, to participate actively at the Regional Conference. Each member country would be required to delegate 5 participants and 1 Resource Person for the Conference. We are already in touch with the Commission de L’Ocean Indien, which has shown its interest for cooperation.

In this context, we are pleased to invite you and five (5) members of the International Federation of Non-Governmental Organisations (IFNGO) to participate and act as Resource Persons at the Conference in sharing of initiatives at your level.

As you may know, this is the first time that the Conference will be held outside of New York. The United Nations Educational, Scientific and Cultural Organization will host the three-day event at their headquarters in Paris, France, from 3 to 5 September 2008.

BASMIDA is happy to inform that the ASEAN Youth Extemporaneous Speaking Competition was a success. Here are the results:

1. First Place Winner - Mr. Jonathan Lim Kok Haw (Brunei Darussalam)

Mr. Jonathan has picked the topic "If you knew a young person who felt lonely or bored, and this person was contemplating use of illegal drug, what would you say to him/her and why?"

2. Second Place Winner – Ms. Jordan Kate H. Bakani (Philippines)

Ms. Bakani has picked the topic "What are spiritual values? How do they help in reducing drug abuse among the Youths?"

3. Third Place Winner – Ms. Su Win Htike (Myanmar)

Ms. Su has picked the topic "Why is preventive drug abuse education important to the Youth?"

Consolation Prizes were given to the rest of the participants:

Malaysia - Mr. Vishnuvarthan S/O Muniandi Topic: "Life Skills are central to the success of any drug prevention programme. Please discuss"

Cambodia - Ms.Somany Mok Topic: "Youths must assume vital leadership roles as stakeholders in drug abuse prevention initiatives for their peers. Please discuss.

Singapore - Ms. Afdallilah Topic: "Prevention works, treatment works!" What do you think of the implications of countries/governments in embarking harm reduction initiatives, including needle exchange programmes?

The event's Guest of Honour was the Minister of Culture, Youth and Sports of Brunei Darussalam and the Ambassadors from each ASEAN member country in Brunei attended the event to provide moral support to each of the ASEAN Youth participant.

Government Officials, Youths , students and teachers from various schools were also present to witness the event.

The event was held at the Dewan Raya(studio) of Radio Television Brunei and was a live telecast. The event will be broadcasted nationwide and will be repeatedly aired on TV to share the thoughts and opinions of the ASEAN Youths during the extemporaneous speaking competition.

We thank the National Youth Council of Singapore for giving us the opportunity to organize this event through the Singapore-ASEAN Youth Fund. Likewise, we deeply appreciate the support of Brunei LNG Sdn Bhd.

To All The Participants You Are All Winners! It is extremely significant to note that you have accomplished a key milestone in helping achieve the true spirit of ASEAN Community as you carry on the torch of championing the cause of drug abuse prevention in your respective country.

The United Nations Office on Drugs and Crime Regional Centre for East Asia and the Pacific (UNODC RCEAP), through the regional project, "Promotion of Public Awareness on the Dangers of Drugs in East Asia (RASG69) is holding a digital photo contest reflecting the work of UNODC in the following categories:

1. Human trafficking
2. Corruption
3. Terrorism
4. Illicit drugs and HIV/AIDS
5. Drug abuse prevention and education
6. Increasing use of synthetic drugs
7. Drugs and family relations

The contest is open to nationals of 11 countries covered by Project RASG69:
Brunei Darussalam, Cambodia, China, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam who are at least 18 years old, except UNODC staff and family members. One winning photo will be chosen for each of the above categories. The winners will receive a certificate and a plaque (sent by courier) from UNODC RCEAP.

IFNGO (International Federation of Non Government Organization for the Prevention of Drug and Substance Abuse is, well accredited internationally, with working relations with UNESCO, ILO, WHO, and in formal affiliation with ASEAN and we actively participate in the relevant sessions at the UN (New York) as well as at UNODC (Vienna). Similarly, OFAP (the Organization of the Families of Asia and the Pacific) is well aware of the threat of drugs to "Wholesome Families"; indeed, with this concern, it is participating now in the formation of the new Abu Dhabi World Family Forum as a member of the International Committee.

Dear Colleagues,

In 1998 the United Nations General Assembly held a special session (UNGASS) on the global drug problem. The UNGASS adopted a Political Declaration and two action plans and agreed specific targets for measurable reductions in the drug problem by 2008. A review of achievements is due to be undertaken in 2008 followed by a high level meeting in 2009 to identify future action at the international and national levels.

Led by the Vienna NGO Committee on Narcotic Drugs in collaboration with its sister NGO Committee in New York, work has been underway for some time to make a substantial NGO contribution to the UNGASS Review and identification of future action. To collect the experience of the NGO community and its contribution to achieving the UNGASS targets, the questionnaire completed by Governments and submitted to the United Nations Office on Drugs and Crime (UNODC) has been adapted for NGO use. This NGO Questionnaire is now on line in the six official languages. It can be accessed on the Vienna NGO Committee website either on the home page through a hyper-link in the last paragraph of the welcome from the Chair of the Committee or by clicking the link to "Beyond 2008 " on the side menu and then the link to the NGO Questionnaire.

Please complete the NGO Questionnaire as completely as possible for your organisation and please advertise the questionnaire and the link as widely as possible through your own networks. The more responses we get the better will we be able to represent the experience of the NGO community.
