RESOLUTION OF THANKS AND RECOMMENDATIONS OF THE 22ND IFNGO WORLD CONFERENCE MACAU, S.A.R. CHINA 14TH - 18TH MAY, 2007
THEME: “WHOLESOME FAMILIES – NO DRUGS”

Recommendation 1: To record sincere thanks and appreciation to His Excellency The Honorable Dr. Edmond Ho, the Chief Executive of Macau, S.A.R. China and the Government of Macau, S.A.R. and the People of Macau for the gracious hospitality in hosting the 22nd IFNGO World Conference.

Recommendation 2: To record sincere thanks and appreciation to Dr. Ip Peng Kin, for representing H.E. The Honorable Dr. Edmund Ho, The Chief Executive, Macau, S.A.R. China, to officially declaring open the 22nd IFNGO World Conference and pledging the commitment of the Government of Macau, as well as His Excellency’s personal commitment to help Macau in its efforts to Prevent Drug and Substance Abuse.

Recommendation 3: To record sincere thanks to Honorable Dr. Chui Sai On, The Secretary for Social Affairs and Culture of the Government of Macau, S.A.R. China and for His Excellency’s unflinching support to the running of the 22nd IFNGO World Conference Macau 2007 and for his hosting the Official Welcome Banquet at the Fisherman’s Wharf, Convention Center, Macau.

Recommendation 4: To record thanks and appreciation to Mr. Nuno Jorge, President of OFAP, Members of the Organizing Committee, Volunteers and Staff for hosting and organizing the 22nd IFNGO World Conference held from 14th – 18th May, 2007 at the Tourism Activities Center, Macau S.A.R. China.

Recommendation 5: To thank Dr. Miriam and Mr. Adelson Sheldon for hosting the lunches at C.A.T. Restaurant, Macau.

Recommendation 6: To thank the MSWB – Macau Social Welfare Bureau for hosting the lunch at the Revolving Restaurant, Macau Tower, Macau.

Recommendation 7: To record thanks and appreciation to the Honorable Dr. Victor Ng, Chairman Macau Foundation and Benefactor of OFAP Macau for officiating the Closing Ceremony and for hosting the Official Closing Banquet at Fisherman’s Wharf, Convention Center, Macau.

Recommendation 8: To record thanks and appreciation to the Macau Government Tourist Office for extending assistance and facilities for the successful convening of the 22nd IFNGO World Conference.

Recommendation 9: To record thanks and appreciation to Mr Gerard Lesage for his able leadership as President of IFNGO 2005 to 2007 and to congratulate in-coming President Mr Nuno Jorge on assuming office of the President of IFNGO for the term of office 2007 to 2009.

Recommendation 10: To welcome the offer of BASMIDA, Brunei Darussalam to host and organize the 23rd IFNGO World Conference in the year 2009 in Brunei Darussalam.

Recommendation 11: To urge all IFNGO Affiliates to endorse and implement the United Nations International Day against Drug Abuse and Illicit Trafficking - UN IDADAIT 26TH June 2007’s Theme and Slogan of “DO DRUGS CONTROL YOUR LIFE? YOUR LIFE, YOUR COMMUNITY - NO PLACE FOR DRUGS”.

Recommendation 12: To endorse and support UNGASS – United Nations General Assembly Special Sessions on Drug in the Year 2008 and the NGO Consultation “Beyond 2008”

Recommendation 13: To support the establishment of the Proposed World Families Forum and the Annual World Families Forum, Abu Dhabi, United Arab Emirates.

Recommendation 14: To adopt the following resolution (“Macau Resolution 2007”) in this 22nd IFNGO World Conference:

“MACAU RESOLUTION 2007”
Considering that we are gathering in this conference on a common concern – Prevention of Drug and Substance Abuse, and that all measures to join efforts in this endeavour are indispensable for our success;

Being true that currently there are many different approaches to this ultimate objective, and that the place of those broadly defined as Harm Reduction Measures need to be debated in order that they may be used appropriately in different situations,

We call for drug control strategies to incorporate the principles and practices of approaches designed to minimise the adverse health and social consequences of drug abuse within their overall response and with the ultimate goal of attaining a society free from Drug and Substance Abuse.

Recognizing, however, that drug dependency is a disease, and that in many countries and areas injecting drug use is a main driver of the spread of HIV and AIDS, which current prevention and treatment services are not sufficient to prevent HIV and other diseases among people using drugs, and from them to third parties,

And that the safeguard of the Sanctity of Human Life, accompanied by the spirit of solidarity, must be paramount in our preoccupations, namely, in the protection of third parties,

And that all measures relating to Public Health, especially those leading to the containment or minimization of the adverse health and social consequences of drug abuse, including HIV and AIDS should be considered in all actions leading to the prevention of Drug and Substance Abuse, and the rehabilitation of the dependent.”

Recommendation 15: To consider including a Youth Forum in the like of that organized for the 22nd IFNGO Biannual World Conference in Macau S.A.R. as one of the main events in future world conferences to facilitate and increase participation of youths in the prevention of drug and substance abuse.
